Committees

Committees are formal sub-groups of the Parish Council established to carry out specific areas of work. They are appointed by the Full Council, which remains the overall decision-making body. A committee’s powers, membership, and responsibilities are set by the Council through formal resolutions or terms of reference.

Committees may be delegated authority to make decisions, manage budgets, or carry out ongoing oversight of specific areas — such as finance, staffing, planning, or facilities. Where no delegated authority is given, committees make recommendations that must be approved by Full Council before action is taken.

Committee meetings are governed by the same rules as Full Council, including public access, proper notice, and minute-keeping. Membership usually includes a smaller group of councillors and, in some cases, non-councillor co-optees where permitted by law.

The Parish Council may also establish working parties or advisory groups to explore issues or assist with project delivery, although these bodies cannot make decisions or spend money unless specifically authorised.
